It has become a consensus of people to abandon the traditional growth model of the 20th century, directly apply innovative technologies and innovative mechanisms in the new century, and achieve sustainable social development through a low-carbon economic model and a low-carbon lifestyle. However, there is a misunderstanding in the implementation of low-carbon economy in our country. The eyes only focus on cities and industries, while ignoring agriculture, rural areas and farmers. In fact, in my country at this special stage, the latter is the engine that drives the rapid development of the low-carbon economy.

The economy of many developing countries, due to the relatively backward production technology level, has obvious “high carbon” characteristics and faces a dilemma: “rich coal, less gas, and lack of oil” lead to limited options for low-carbon energy; industrialization, urbanization, and modernization. Processes cannot be slowed down. Compared with the urban and industrial economy, the rural agricultural economy is not subject to this restriction, and it is easier to achieve a multiplier effect with half the effort in developing a low-carbon economy in the countryside.

When developed countries advocate the development of a low-carbon economy, China should also find its own way to a low-carbon economy. Its biggest feature is not relying on huge investment, but the development and application of human resources. The current talent problem is still the bottleneck restricting the “new land reform” and the development of a low-carbon economy. For example, there are not many compound talents who understand both politics and economics, management and professional technology; There are few think tank talents who can provide high-quality opinions and suggestions in a timely manner; the distribution of expert scientific and technological talents is unreasonable, and it is difficult to adapt to the requirements of improving technical capabilities. Talent work must grasp the key point of “high-end leadership”. High-end talents are the leader, and “high-end leadership” means that the leader swings and the tail moves; high-end talents are the locomotive, and “high-end leadership” is to boost the train; “Leading”, promote the construction of the talent team, optimize the talent structure, adhere to fairness and justice, give priority to those who are capable, give way to those who are mediocre, and let the poor go down, and optimize the allocation of talent structure!
